Well that's a load of money out the window... I'm not sure that either one of you carries the responsibility, but it sure is up to him to make your time there worthwile.
There are thing you could do to change the situation, though. You two have probably spent a great deal of time building up a relation and trust, and it would be a shame to just throw that out the window because of one bad session.
Why don't you ask him about it the next time? You could say "I think the last time we talked, we talked about nothing for an hour, does that mean I'm ready to leave therapy?" Or, if it's because you don't know what to talk about next, you could ask him to bring something up. Or at least tell him that it bothers you what happened last time.
I often don't know what to talk about when I talk with my psych nurse. Then she brings something up or we do small-talk. I think the small-talk is okay because I need to practice doing it, it builds our relationship and it means that I feel good, because I don't have anything I need to immediately talk about.
