Since I signed up again (yes, I deleted my account and signed up again), it looks like I have a message in my PM in box when I don't!
It's really annoying because I keep getting exited over having gotten a message and then getting disappointed...!

Yes, it's a glitch in the forum.
I contacted the people over at freeforums, this is what they had to say about it:
So you see, it's the Welcome PM getting stuck somewhere in the internet twilight zone.
